Microsoft Visual C++ is a software suite that allows your system to run apps built from C++. The software does this with a number of libraries that help translate the C++ code from a series of symbols to a useable program. This version of the software is from 2008.

Since this version is relatively old, it only includes components that will work for C++ programs made before 2010. That was the year the system received a tremendous update, so the 2008 version lacks the components to deal with those updated programs. To be fair, it is possible that these 2008 C++ libraries could be sufficient to run an app created with post-2010 C++, but it would require an app that only uses the pre-2010 protocols.

Without this software or one of its newer iterations, your system won't be able to run every piece of software it has, and it will encounter errors often. If you don't have any version of C++ installed, you would do well to start with this if you don't have access to the newer versions.

Software can be created using C++ since it is nothing but a coding language. Software built in a C++ environment is constructed from components found in libraries. These libraries of existing components make it much easier to create the desired effect without having to know any more detailed coding rules.
